David Leach

Veterans Disability Attorney

David Leach is a Veterans disability attorney with more than 14 years of experience in federal litigation, administrative law, and public sector legal practice. Before joining Berry Law, David spent over a decade with the Social Security Administration’s Office of General Counsel, where he served as Assistant Regional Counsel and represented the federal government in district court and federal circuit court appeals across multiple jurisdictions.

David earned his Juris Doctor from South Texas College of Law in 2010. He completed his undergraduate studies at Texas Southern University, earning a Bachelor of Arts in Speech Communications in 2007. While at TSU, David was a member and captain of the university’s football team.

Throughout his career at the Social Security Administration, David represented the Commissioner in complex disability appeals, served as a Special Assistant United States Attorney in collaboration with the Department of Justice, and led litigation teams responsible for coordinating legal strategy across entire federal districts. He also advised government officials on regulatory compliance and litigation risk and mentored new attorneys entering federal service.

David now focuses his practice on representing Veterans because he believes his work should directly serve people, not corporations or institutions. He is passionate about helping Veterans navigate the VA system and secure the benefits they have earned through their service. Having spent his career working inside large and complex federal bureaucracies, David brings a deep understanding of how these systems operate, and how to hold them accountable when they fail the individuals they are meant to serve.

David’s path to the legal profession was shaped by discipline, persistence, and hard work. He was the first in his family to graduate from college, and his background as a college athlete instilled the resilience and determination that define his approach to VA disability appeals. He views difficult cases, setbacks, and unfavorable decisions not as roadblocks, but as challenges to be solved on behalf of his clients.

In addition to his legal career, David is a Texas high school football official and has officiated NCAA playoff games and the Texas High School State Championship. He credits officiating with sharpening his ability to make clear, fair decisions under pressure.

David is licensed to practice law in Texas and is admitted to the U.S. Court of Appeals for the Third Circuit, the Fourth Circuit, and the U.S. Court of Appeals for Veterans Claims.

Outside of work, David enjoys spending time with his wife and two daughters, weight training, preparing for athletic challenges such as HYROX competitions and triathlons, barbecuing, and attending live music events.
