Entitlement to an earlier effective date for individual unemployability and basic eligibility for Dependents’ Educational Assistance is granted due to a clear and unmistakable error, effective April 7, 2017, along with service connections for diabetes mellitus (20 percent) and obstructive sleep apnea (50 percent) effective the same date; additionally, special monthly compensation based on housebound criteria is granted from March 29, 2018.
