Clear and unmistakable errors are identified in the Rating Decision dated April 19, 2019, for failing to grant special monthly compensation (SMC) at “O” and “R1” levels effective December 18, 2018. Additionally, another clear and unmistakable error is found in the VA Rating Decision dated March 12, 2019, for failing to assign SMC at the “L” level for complete loss of visual fields bilaterally, effective December 18, 2018.
