Client was entitled to an earlier effective date for service connection for peripheral neuropathy of the left lower extremity (sciatic nerve), right lower extremity (sciatic nerve), left lower extremity (anterior crural nerve), right lower extremity (anterior crural nerve), left upper extremity with superimposed bilateral carpal tunnel syndromes, right upper extremity, and grant of eligibility for Dependents’ Educational Assistance under 38 USC chapter 35 is granted, with a new effective date of June 30, 2003. Evaluation of post traumatic stress disorder, which is currently 50 percent disabling, is increased to 70 percent effective October 29, 2012.
