A 50 percent evaluation is assigned for migraine headaches from June 12, 2002, and various evaluations ranging from 20 to 30 percent are assigned for residuals of cold weather injuries to the upper and lower extremities, effective from January 12, 1998. Additionally, entitlement to an earlier effective date for Dependents’ Educational Assistance is granted with a new effective date of March 26, 2004. Furthermore, entitlement to an effective date of January 13, 1988, for 30 percent ratings for residuals of cold weather injury of the bilateral feet and hands is granted.
