The VA has approved entitlement to accrued benefits for service-connected liver cancer at 100 percent effective May 16, 2017, for chronic obstructive pulmonary disease (COPD) at 30 percent effective October 22, 2015, and established basic eligibility for Dependents’ Educational Assistance due to permanent and total disability status starting May 16, 2017.
