Client received service connection for dizziness with vertigo with an evaluation of 10 percent, effective August 15, 2016; entitlement to special monthly compensation based on housebound criteria being met August 15, 2016; basic eligibility to Dependents’ Educational Assistance based on permanent and total disability status from November 5, 2015; the reduction in rating from 100 percent to 10 percent, effective May 1, 2016, bipolar disorder was improper; therefore, a 100 percent rating is restored, effective May 1, 2016; service connection for right ear hearing loss is established and combined with already service connected hearing loss, left ear August 15, 2016; and the evaluation of bilateral hearing loss, which is currently 0 percent disabling, is continued.
