Client granted service connection for cervical degenerative arthritis (30%) and right upper radicular group (40%) effective April 24, 2012. As well as service connection for left upper extremity (LUE) radicular group (40%) and basic eligibility for Dependents’ Educational Assistance effective December 30, 2013.
