The following benefits were approved: service connection for obstructive sleep apnea at a 50 percent evaluation effective March 28, 2017; entitlement to individual unemployability effective November 15, 2017; and basic eligibility for Dependents’ Educational Assistance due to permanent and total disability status, also established from November 15, 2017.
