Entitlement to individual unemployability is granted with an effective date of April 17, 2017, and an earlier effective date for eligibility for Dependents’ Educational Assistance under 38 USC chapter 35 is also granted with the same date. However, an earlier effective date for the evaluation of major depressive disorder with alcohol and cannabis use disorder is denied.
