Client is entitled to an initial rating of 70 percent for PTSD prior to June 30, 2021; therefore, the initial 50 percent evaluation increased to 70 percent effective June 23, 2017; entitlement to individual unemployability effective June 23, 2017; entitlement to an earlier effective date for the grant of eligibility for Dependents’ Educational Assistance under 38 USC chapter 35, with a new effective date of June 23, 2017.
