Client received evaluation of traumatic brain injury (TBI), currently evaluated as 0 percent disabling, increased to 40 percent from March 28, 2014; entitlement to individual unemployability effective March 28, 2014; and entitlement to an earlier effective date for the grant of eligibility for Dependents’ Educational Assistance under 38 USC chapter 35, with a new effective date of March 28, 2014.
