An evaluation of 60 percent for an autoimmune condition (ankylosing spondylitis) with fatigue manifestations was originally assigned from October 5, 2012, but the evaluation changed to 60 percent effective August 11, 2019, due to a change in the rating schedule, and entitlement to an earlier effective date for the grant of eligibility for Dependents’ Educational Assistance under 38 USC chapter 35 is also granted with a new effective date of August 8, 2017.
